Request for Bids: Lycoming Valley Railroad Antlers I.T. Bridge 179.44 Replacement Project

​The SEDA COG Joint Rail Authority (JRA) is seeking bids from qualified contractors for the replacement of Bridge No. 179.44 on the Lycoming Valley Railroad Antlers Industrial Track in Woodward Township, Lycoming County, Pennsylvania. The project involves replacement of the existing steel through girder single span bridge with a new single cell precast concrete arch bridge.

The Sealed Bids will be received by Mr. Jeffery Stover, Executive Director, SEDA-COG Joint Rail Authority, 201 Furnace Road, Lewisburg, Pennsylvania 17837 until 3:00 P.M. local prevailing time on April 14, 2022. The bids will be publicly opened and read aloud. Proposals shall be on the forms required, sealed and clearly marked “LYCOMING VALLEY RAILROAD ANTLERS I.T. BRIDGE 179.44 REPLACEMENT PROJECT” and submitted at the SEDA COG Joint Rail Authority Office, 201 Furnace Road, Lewisburg, PA 17837. Bids that are faxed or emailed cannot be accepted.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.

Copies of the Contract Documents may be obtained at the offices of Stiffler, McGraw & Associates, Inc. at 1731 North Juniata Street, Hollidaysburg, PA 16648 (814-696-6280). Payment for the Contract Documents will be $100.00, including sales tax and shipping costs. Digital copies are available in PDF format on Compact Disk at a 50% discount of the paper copy costs. All checks should be made payable to Stiffler McGraw & Associates, Inc. Deposit is non-refundable. The date that the Bidding Documents are transmitted by the issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A mandatory pre-bid meeting is scheduled for Friday, April 1, 2022 beginning at 10:00 a.m. local prevailing time at the bridge site. Prospective bidders shall meet at 191 Palmer Industrial Road, Williamsport, PA 17701. Attendees should park in the gravel lot at the south end of Palmer Industrial Road adjacent to the west approach track. Only contractors that attend this meeting may bid as a Prime Contractor. Sub-contractors and suppliers do not need to attend this meeting.

Each bid must be accompanied by a 10% Bid Bond. A certified check may be submitted in lieu of a Bid Bond. The successful bidder will need to obtain Payment and Performance Bonds, each in the amount of one hundred percent (100%) of the Contract Price. The Bidder shall include the fully

completed Non-Collusion Affidavit with the bid. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances.

All contractors and subcontractors shall comply with the provisions of the Pennsylvania Prevailing Wage Act. The contract documents contain prevailing wage rates applicable to this project.

All contractors and subcontractors shall comply with the Public Works Employment Verification Act. The Act requires the contractor to verify employment eligibility through the e-verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The contract documents contain information regarding the Act.

Any bid may be withdrawn prior to the scheduled time and due date for the submission of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within 15 days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the JRA and the successful bidder.

Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their Bid a Qualifications Statement for prime contractor.

Addenda, if any, will be issued to only those persons whose names and addresses are on record with Stiffler McGraw & Associates, Inc. as having obtained the Contract Documents.

The JRA reserves the right to reject any or all Bids, or to waive any errors, omissions, mistakes or irregularities at the discretion of the JRA.
